Boulder-based TechStars, the business incubation effort which both invests in and helps startups, has closed its 2009 applications to its programs, the group said over the weekend. According to David Cohen, one of the founders of TechStars, the group received 527 applications this year for its program, up 34 percent from last year. TechStars offers seed capital plus an intensive mentoring- and assistance program over the summer to help around 40 startups launch; the group is holding sessions this year in both Boulder, as well as a new location in Boston.
